Ofcom updates compliance checklist and community radio principles

Community radio stations are being reminded of updated compliance responsibilities following the publication of new guidance by Ofcom.
A revised compliance checklist for TV and radio broadcasters was issued in Bulletin 518 and replaces previously separate documents.
Key points include clearer expectations around language use and studio location. Ofcom says that when specific languages are referenced in a station’s character of service, some programming in those languages should be broadcast each week.
However, stations are not prevented from broadcasting in other languages as well, providing the specified language or languages remain dominant.
On studio location, the document states that having a studio within the licensed coverage area is important for delivering social gain. It also underlines the value of physical facilities for enabling community participation, access and training.
Ofcom has confirmed these updated principles apply to both analogue community radio services on AM and FM, as well as digital community stations broadcasting on small-scale DAB.
